France's sick suburbs?

Does the French Model create the problem in the larger towns and cities of unemployment, and crime all being centralized on one particular place? France was the home of the modern architectural thought that produced the model estates of the 1960s, 70s. And today the projects built for good have largely gone wrong.
What then to do with a concentration of social problems, and the people who say their life has disconnected them from any chance of progress?
